Basic Requirements 基本要求

According to the traffic safety law of our country, foreigners who drive motor vehicles on the roads of our country must hold a valid motor vehicle driving license issued by the public security and traffic police department of our country.

按照我国交通安全法规定，外国人在我国道路驾驶机动车，必须持有我国公安交警部门颁发的有效机动车驾驶证。

Foreign nationals applying for motor vehicle driver’s license shall meet the requirements for driver’s license specified by the department for public security under the State Council; and after passing the examination, the applicant shall be issued by the traffic control department of the public security organ the driver’s license commensurate with the type of the motor vehicle. Foreign nationals holding a motor vehicle driver’s license of another country who meet the requirements for driver’s license specified by the department for public security under the State Council and pass the examination by the traffic control department of the public security organ shall be issued a Chinese motor vehicle driver’s license.

申请中华人民共和国机动车驾驶证的外国人，应当符合国务院公安部门规定的驾驶许可条件；经考试合格后，由公安机关交通管理部门发给相应类别的机动车驾驶证。持有境外机动车驾驶证的外国人，符合国务院公安部门规定的驾驶许可条件，经公安机关交通管理部门考核合格的，可以发给中国的机动车驾驶证。

Documents Required 所需资料

（1) Fill out the Motor Vehicle Driving License Application Form.

（2) The original and photocopy of the applicant’s identity certificate.

（3) Provide the Certificate of Motor Vehicle Driver’s Physical Conditions from a qualified medical institution at county level or above, or a military medical institution at or above regiment level.

（4) Four recent color bareheaded photos (size: 1 inch) at white background with the head taking about two-thirds of the photo’s length.

（1) 填写“机动车驾驶证申请表”。

（2) 申请人身份证明的原件及复印件。

（3) 需提供有资质的县级或者部队团级以上医疗机构的“机动车驾驶人身体条件证明”。

（4) 申请人近期免冠、白底背景、人头像约占相片长度三分之二的彩色正面光学小一寸相片四张。

Main Processes 主要流程

（1) The content of the motor vehicle driver examination is divided into road traffic safety laws, regulations and related knowledge examination subjects (hereinafter referred to as "subject 1"), venue driving skills examination subjects (hereinafter referred to as "subject 2"), road driving skills and safe and civilized driving knowledge examination subjects (hereinafter referred to as "subject 3").

（1) 申请人需要参加由当地驾校提供的驾驶培训课程，并通过考试，机动车驾驶人考试内容分为道路交通安全法律、法规和相关知识考试科目（以下简称“科目一”）、场地驾驶技能考试科目（以下简称“科目二”）、道路驾驶技能和安全文明驾驶常识考试科目（以下简称“科目三”）。

（2) Subject 1 test content including: road traffic、traffic signal、road traffic safety violations and traffic accident treatment such as motor vehicle driving license application and use of the motor vehicle registration regulation, as well as other road traffic safety laws and regulations. The full score of the subject 1 examination is 100 points, and those who achieve 90 points are qualified. After passing the subject 1, the vehicle management office shall issue the learner's driving certificate within one day.

（2) 科目一考试内容包括：道路通行、交通信号、道路交通安全违法行为和交通事故处理、机动车驾驶证申领和使用、机动车登记等规定以及其他道路交通安全法律、法规和规章。科目一考试满分为100分，成绩达到90分的为合格。科目一考试合格后，车辆管理所应当在一日内核发学习驾驶证明。

（3) Subject 2 test content including: basic driving skills in parking and on the track. Applicants can make an appointment 10 days after obtaining the learner's driving certificate.

（3) 科目二考试包括：停车和在道路上的基本驾驶技能，申请人可在取得学习驾驶证明满十日后预约。

（4) Subject 3 test content including: road driving skills and safe and civilized driving knowledge. Applicants can make an appointment 20 days after obtaining the learner's driving certificate.

（4) 科目三考试包括：道路驾驶技能和安全文明驾驶常识，申请人可在取得学习驾驶证明满二十日后预约考试。

Attention 注意事项

（1) The learner's driving certificate is valid for three years, but the validity period shall not exceed the upper limit of the age requirement. The applicant shall complete the examination of subject 2 and Subject 3 within the validity period. If the examination is not completed within the validity period, the results of the subjects that have passed will be invalid.

（1) 学习驾驶证明的有效期为三年，但有效期截止日期不得超过申请年龄条件上限。申请人应当在有效期内完成科目二和科目三考试。未在有效期内完成考试的，已考试合格的科目成绩作废。

（2）Each subject can be tested once after booking successfully. Those who fail the examination may take a make-up examination. Those who do not take the make-up examination or still fail to pass it again will terminate the examination. The applicant shall make a new appointment for the examination. However, Subject 2 and Subject 3 exams should be re-booked 10 days later. Those who fail the safe and civilized driving knowledge test in Subject 3，the results of the road driving skills test that have been passed are still valid.

（2) 预约成功后，每门科目可考一次。考试不合格的，可以补考一次。不参加补考或者补考仍不合格的，本次考试终止，申请人应当重新预约考试。但科目二、科目三考试应当在十日后再次预约。科目三的安全文明驾驶常识考试不合格的，已通过的道路驾驶技能考试成绩仍然有效。

Exchanging a Driver's License

换领驾驶证

The process for foreigners to exchange their driver's license in China is as follows:

外国人在中国换领驾驶证流程如下：

1.Prepare Required Documents:Valid passport and visa、Temporary Residence Registration Form、Original foreign driver's license、Chinese translation of the foreign driver's license (issued by an authorized translation agency and bearing the official seal)、Recent 1-inch color ID photo (bareheaded, white background)

2.Visit the Vehicle Management Office (VMO):Take all documents to the local VMO in your place of residence.

3.Complete Application Form:Fill out the "Application Form for Motor Vehicle Driver's License" on-site and submit all supporting documents.

4.Medical Examination:Undergo a physical check-up at a VMO-designated medical institution to confirm your fitness for driving.

5.Pass Subject 1 (Theory Test):After passing the medical exam, take the Subject 1 test, which covers:Road traffic safety laws and regulations、Traffic signals and rules、Basic driving knowledge，Proceed to the next step upon passing.

6.Receive Chinese Driver's License:The VMO will review all submitted documents.If approved, pay the relevant fees and collect your Chinese driver's license.

1.准备所需材料：包括有效的护照、签证、临时住宿登记表、本国驾驶证及其中文翻译件（需由正规翻译机构出具并加盖翻译机构公章）、近期一寸免冠彩色照片等。

2.前往车管所：携带以上材料，前往居住地的车管所办理换证业务。

3.填写申请表：在车管所现场填写《机动车驾驶证申请表》，并提交相关证明材料。

4.体检：在车管所指定的体检机构进行体检，确保身体状况符合驾驶要求。

5.考试科目一：通过体检后，需参加科目一考试。考试内容主要包括道路交通安全法律法规、交通信号等基础知识。考试合格后，即可进入下一环节。

6.领取中国驾驶证：通过科目一考试后，车管所将审核申请人提交的所有材料。审核通过后，申请人需缴纳相关费用，然后领取中国驾驶证。
